 Abstract:

There are rapid development and increasing demand for spatial data infrastructure aiming to make spatial information an invaluable tool in policy formulation and evidence-based decision making. Spatial enablement, i.e., the ability to add location to most existing information, unlocks the wealth of existing knowledge about social, economic and environmental matters, plays an important role in understanding and addressing the challenges we are facing. Spatial enablement requires information to be collected, updated, analyzed, represented, and communicated, together with information of land ownership and custodianship, in a consistent manner to underpin good governance of land, city’s efficiency, public safety… towards the well being of the society, the environment and economy.

Land ownership information and land boundary data are spatial data that are unremarkable but indispensable supporting a spatially enabled society for better land and city administration, management and governance. Many may consider that the land ownership or other information about a plot of land plus its accurate land boundary should be readily available and well associated for easy land conveyancing, administration, management and analysis. Owing to legacy, that may not always be the case, e.g. the cadastral law from the earliest legislation when Hong Kong was British colony and the then technology available, there were constraints and limitations to meet today’s demand.  The speakers would like to share the background and operation of our land ownership and boundary system, the legacy and the associated constraints/limitations, and how we may transform it into a new form by incorporating more land related boundaries (e.g. land use zoning) on top of land boundary to cope with the spatially enabled smart city development.

About the Speaker:

Mr. Ben CHAN is the Deputy Director/ Survey and Mapping, and Mr Edmond YU is the Chief Land Surveyor/ Region of the Lands Department of the HKSAR Government. The Survey and Mapping Office of the Lands Department is the official land survey and mapping agency for Hong Kong in charge of maintaining the geodetic survey control network and the satellite positioning reference station network, carrying out land boundary surveys and aerial surveys, and producing maps in both paper and digital forms for Hong Kong. Deputy Director/ Survey and Mapping is delegated as the Land Survey Authority under the Land Survey Ordinance (Cap. 473) for maintaining the land boundary records of Hong Kong.  The Survey and Mapping Office also assumed new roles in developing the 3D digital map and supporting the implementation of the Common Spatial Data Infrastructure for Hong Kong.
