1. |
INTRODUCTION |
| With a view to encouraging the design of energy efficient architecture
and building services systems and to draw attention to buildings which
contribute significantly to energy efficiency in Hong Kong, nominations
are invited for buildings to compete for the Energy Efficient Building
Award 1994.
The EEBA 1994 is organised by the Energy Efficiency Advisory Committee
chaired by the Secretary of Planning, Environment and Lands and sponsored
by China Light & Power Co Ltd and Hong Kong Electric Co Ltd.
The purpose of the EEBA is to give public recognition to outstanding examples
of energy efficient buildings. It is hoped that the awards will foster
appreciation for local buildings which have achieved energy efficiency
as well as general architectural excellence that deserve wider public notice,
irrespective of their size and nature.

2. |
AWARDS |
| The buildings deserving an award will receive a plaque that could be
affixed to the chosen building. Certificate will be presented to
the members of the project team contributing to the energy efficiency features
of the building, the building owner, the building contractor, the building
services contractors and other concerned parties.
It is intended that one award will be made at the discretion of the
Jury. However, under exceptional circumstances, the jury may decide
to award more awards depending on the merits of the entries.

3. |
CONDITIONS |
| 3.1 | The building uder the nomincation must be within Hong Kong territorial limits. |
| 3.2 | The nominations, together with necessary documents, must be submitted to Planning, Environment and Lands Branch, Rm 2002(B), 20/F, Murray Building, Garden Road, Hong Kong, by 12:00 noon 28 February 1994. No consideration would be given to submissions received after the prescribed date. |
| 3.3 | For new and newly renovated buildings, presentation of Occupation Permit or Form BA 14 will be required before the final judgement. For temporary buildings, a temporary building permit will be required. For government projects, completion certificates are acceptable. |
| 3.4 | The organiser reserves the right not to make an award if the Jury considers no building is worthy of an award. |
| 3.5 | A partially completed building would not be accepted unless phasing of the project is so obvious as to render the completed portion a distinct building. |
| 3.6 | Restored, rehabilitated and converted buildings are eligible for nomination. Temporary buildings intended to last more than one year are also eligible. |
| 3.7 | There us no restriction to the year of completion of the building. |
| 3.8 | There is no restriction to the number of times that a building can be nominated for consideration provided that no building can be nominated for two consecutive times. |
| 3.9 | Any nomination may be exclued from consideration by the Jury if it does not fully conform to the Conditions stated herein. Any such exclusion by the Jury shall be final. |
| 3.10 | The decision of the Jury is final. |

NOMINATION AND PRESENTATION |
| Any member of the public is at liberty to nominate one or more buildings. The nominator should nominate by completing the attached nomination form with the consent of the building owner. The completion nomination form must reach Planning, Environment and Lands Branch, Rm 2002(B), 20/F, Murray Building, Garden Road, Hong Kong, before 12:00 noon 28 February 1994. | |

ENTRY FORMAT |
| The assessment of the nominations will be conducted in two stages.
In the first instance, nominees are required to submit the following information
on a maximum number of FOUR A3 vertical drawing papers or cardboards:
(1) Location plan
The extent of photos and drawings to be included are at the discretion of the nominees, but the information included should be sufficient to enable the Jury to assess the energy efficiency and design merit of the building. For buildings that have undergone alterations/additions or changes of use, the information submitted must reflect the current conditions and usage. Additional typewritten explanatory text on building services installtion and audited energy data calculation on A4 pages as per the sample format attached could append teh submission. At the second stage of assessment, further plans, sectional drawings
and other description documents may be required by the jury. Visit(s)
by the Jury may be arranged prior to any final decision on the awards.
